Customs records are the only free, transaction-derived signal in uranium. This monitor tracks monthly US and EU imports across the fuel chain — ores & concentrates (HS 2612.10), natural uranium (2844.10), and enriched uranium (2844.20) — headlined by the flows the market watches most: Russian enriched uranium into the US against its statutory waiver caps, and into the EU (€497M over the trailing 12 months).

Prohibiting Russian Uranium Imports Act (Pub. L. 118-62), ban effective 2024-08-11; annual limits per 42 U.S.C. § 2297h-10a(d)(2)(B)(i); waiver process per DOE's Federal Register instructions. Caps are kilograms of uranium contained in LEU; customs quantities are declared net kilograms of the imported compound (mostly UF₆, ~68% U by mass), so the charted customs series slightly overstates contained uranium — a conservative comparison, not a compliance determination.

Methodology
US: USITC DataWeb (US customs), imports for consumption by HTS code and origin, monthly, ~6-week publication lag. Values are declared customs value in dollars; quantities are the first unit of quantity (kg). All-origin unit values (customs value ÷ quantity) are banked monthly as import_unit_value_* price observations. EU: Eurostat Comext (EU customs), dataset DS-045409 (EU27 as reporter, monthly, ~1-month lag), euros and declared net mass. Unit values are derived from real transactions but blend contract vintages and enrichment levels — a signal, not a spot price. Figures are banked append-only on capture; upstream revisions never overwrite our history. Nothing here uses paywalled price-agency indicators. See full methodology.
