Uranium inventories

Who holds uranium above ground and how much of it is on the public record: utility and supplier stocks from the EIA survey, EU utility stocks from the Euratom Supply Agency, government material from DOE documents, and the financial and producer pools the physical holdings hub tracks live, all in one unit with provenance on every row. Holders that publish nothing are listed as not disclosed and never estimated. Below the stocks, the one secondary-supply series the public record supports: reactor requirements minus mine production, from WNA actuals. Forward utility requirements are on the coverage gap page.

Disclosed stocks by holder

Mlb U₃O₈ equivalent, each holder in its own survey or disclosure. The pools are surveyed separately and can overlap, so the bars are not summed into a world total. Holders with no public figure are listed below the chart.

Not disclosed (not drawn)

  • EU utilities (Euratom Supply Agency survey): ESA publishes the figure in its annual report, but it was not verified from the AR2025 PDF in this build because the source was unreachable; it stays null until a curator reads it from the report.
  • US Department of Energy excess uranium inventory: No DOE inventory figure has been curated from a primary document yet; DOE publishes quantities in its inventory management plans and Secretarial Determinations, which must be read directly before a number appears here.
  • Russia (Rosatom and state reserves): Russia publishes no inventory survey; any figure in circulation is a consultancy estimate, which the site does not use.
  • China (CNNC, CGN and state reserves): China publishes no inventory survey; its strategic stockpiling is inferred by analysts from import data, which the site shows on the import monitor without turning it into a stock figure.
  • Japan (utilities and JAEA): No consolidated public survey of Japanese utility inventories is published; individual utility disclosures have not been curated.
  • India (Department of Atomic Energy and NPCIL): India publishes no inventory survey.

Methodology

What each survey covers
The EIA Uranium Marketing Annual (Form EIA-858) surveys owners and operators of US civilian power reactors and US suppliers and reports their end-of-year inventories in all forms as U3O8 equivalent; the latest year is preliminary and restated in the next release. The Euratom Supply Agency annual report covers EU utilities in natural uranium equivalent and states it in months of forward consumption. DOE quantities come from its own inventory plans and determinations. Financial vehicles and producer strategic inventories come from the physical holdings hub, which reads each issuer’s own disclosure.
Pools overlap
A supplier-held stock, a utility’s contracted material and a financial vehicle’s holding are surveyed by different bodies and are not guaranteed to be disjoint, so the rows are shown side by side and never summed into a world total. The class subtotals under the table add only the disclosed rows of one class.
Months of cover are not comparable
EIA’s months of cover and ESA’s months of forward consumption use different denominators and are never placed in one tile; the page shows the ESA figure only in its own row.
Undisclosed holders
A holder that publishes no figure appears with the reason and nothing else. Russia, China, Japan and India publish no inventory survey; the EU utility figure exists in the ESA report but has not yet been verified from the PDF; DOE’s excess inventory has not yet been curated from a primary document. None of them is estimated or drawn as zero.
Derived series
Implied secondary supply is WNA world reactor requirements minus WNA world mine production for the actual years 2020 to 2024, from the same reference rows the supply and demand chart uses; it is labelled estimated because WNA’s requirement figures carry the rounding of its published share-met-by-mines percentages. The EU net stock build is deliveries to EU utilities minus loadings in the same ESA report year (2025: 14,678 minus 11,729 tU), converted to Mlb U3O8 through the reviewed definition conv_massU_massU3O8_v1. Neither is a measured flow of underfeeding, downblending or re-enrichment.
What is not here
No UxC, TradeTech or NUEXCO inventory or secondary-supply report is used anywhere in this file or on the page. Per-year secondary-supply flow volumes by source exist only in those reports and are not modeled. The site’s supply and demand chart stays primary-mine-only by design; this page is the above-ground complement to it.
Source access and the EIA parser
The EIA inventory tables are not yet parsed automatically: the figures here were carried from EIA Table 22 as cited in the secondary supply guide (verified 2026-09-17). The owner-split and material-form parsers, keyed on header text with committed fixtures, follow once the EIA site is reachable from the build environment; the monthly coverage refresh will then grow the history.

See the site-wide methodology for provenance labels and the secondary supply guide for the reading of these figures.
